Distance education has been explicitly set forth in the Law of the Republic of Indonesia Number 20 Year 2003 on "National Education System". Formulation of Distance Education seen in Chapter VI points, levels and type in Part Ten of Education Distance Education in Article 31 reads: (1) Distance education is organized in all lines, levels and types of education, (2) Distance education serves provide educational services to community groups who can not follow education in order to face or regular, (3) Distance education is organized in various forms, modes, and the coverage is supported by facilities and service learning and assessment system that ensures the quality of graduates according to national standards education, (4) Provisions on arrangements for distance education as referred to in paragraph (1), subsection (2) and paragraph (3) further stipulated by government regulation.
This shows us that distance education is a government program that needs to be continuously supported. The government felt that the condition of public education we need to continue to be addressed, and certainly needed the right strategy, planned and simultaneous.
